What it is

The Occupational Classification Framework is an internal human capital management tool. It sets out, in an organised manner, all existing job positions within the company, the duties associated with each position and the hierarchy connecting them.

In practice, it serves as a map of the organisation's workforce structure: who does what, at what level of responsibility and within which reporting line.

02

Importance

By formalising duties and levels, the company reduces overlapping tasks, establishes objective criteria for recruitment, performance assessment and salary setting, and supports its employment decisions with robust documentation.

It is also a document required during labour inspections, so its absence or failure to keep it up to date exposes the company to risk.

03

Types

There are general classification frameworks, applicable across economic activities, and specific frameworks designed for a sector or the particular circumstances of a company. Most organisations use their own framework, aligned with Angolan labour legislation.

04

Categories

Occupations are organised into groups according to complexity and responsibility: management and supervisory staff, technical and highly qualified staff, skilled, semi-skilled and unskilled workers, as well as trainees or apprentices.

Each category is assigned to salary bands, ensuring consistency in remuneration policy.

Associated fines

Failing to have an Occupational Classification Framework, keeping an outdated version or failing to present it when requested constitutes a labour law infringement, subject to a fine imposed by the inspection authority, with higher penalties depending on company size and repeat offences.
